IEC on total sanitation campaign

ITANAGAR, Apr 21: An IEC (Information, Education and Communication) programme under total sanitation campaign (TSC) was organized by District Water Sanitation Committee, Papum Pare in collaboration with NN Charitable Society (NNCS) at Sagalee town on April 16.

Attending programme as resource person Dr. T. Nyodu, CHC Sagalee spoke about sanitation, water resources and water quality control etc. He stressed the need of testing the quality of water properly before using it. He said the main reason of water pollution is the habit of open defecating on river banks due to non availability of household or community latrine.  He called for good hygienic practices in household.

Nabam Yali while speaking on the occasion said, “Letting latrine pipes to the river source is the main source of water pollution. We must change this practice, she said. Since the objective of the TSC is to bring a change in the behaviour of rural mass, cooperation of public is a must to achieve the goal of TSC, she said. She suggested the villagers to construct toilets of their own with resources available with them without depending upon govt assistance.

Nangbia Amar Dui, Chairman NN Charitable Society (NNCS) opined for changing the mentality of the people first to achieve the goal of TSC. He urged the villagers to attend the campaign which is a great source of knowledge and information regarding total sanitation. He urged them to disseminate the knowledge on the widest possible level to make campaign a success.

The New Bokoriang Panchayat ASM  Tadar Ami Techi also spoke on the occasion.

The meeting was also attended by T. Doro, JE PHED Sagalee, Nabam Tam, PI Sagalee and APWWS Sagalee branch president Nabam Yali and chief advisor Teli Yamar, among others.

Resource persons for the campaign were drawn from various departments.

 

HRRF for proper identification of outsiders

ZIRO, Apr 21: The Haopolyang Resident Rights Forum (HRRF) in its executive body meeting held here today expressed concern over the influx of population from outside the state in Haopolyang (Hapoli) and Old Ziro.

It appealed to the residents of Haopolyang (Hapoli) township to verify the identity of their tenants so that any anti-social elements do not make it’s way to the twin township to vitiate the peaceful atmosphere.  

Without having proper means to verify antecedents of such population there is every possibility of presence of anti-social and anti-national elements in the district Hq, the Forum said.

Citing the instances of criminal activities reportedly committed by the outsiders in the township, the Forum said that the local people should evolve a mechanism to check such unlawful activities which will also help the law enforcing authority to maintain law and order.

The house also decided to rename Hapoli with its original name Haopolyang after eliciting pubic opinion in their regard.

 

Org seeks action

Seppa, Apr 21: A co-ordination meeting held under the banner of East Kameng Social Welfare and Cultural Organisation (EKSWCO) discussed about the prevailing law and order situation in the district and urged the police to intensify night patrolling at Seppa Township.

The meeting chaired by Dr.K.Lapung  and attended by members from EKSWCO,A EKSU, NES district unit, WWO, Bazar Welfare, Kara Dadi Club, ATA and various NGOs  also resolved to demand  the authority to book the violators of laws and orders under appropriate sections of the law without entertaining any interference from any quarter.

 

Livestock awareness prog

ITANAGAR, April 21: The veterinary doctors of Arunachal Pradesh decided to organize a series of programme  at Ziro in Lower Subansiri district to mark the World Veterinary Day which falls on April 28.  The proramme will start with the four days livestock awareness programme to be held at Hari village. This would be followed by a seminar on the theme “Role of veterinary in public health and environment” and drawing competition for school children.

Animal Husbandry and Veterinary Minister Setong Sena would attend the programme on April 28. The minister is also expected to inaugurate the new office building of the district AH & veterinary officers at Ziro besides attending a public meeting, said a release.

 

APDA welcomes Govt decision

ITANAGAR, Apr 21: The Arunachal Pradesh Doctors’ Association (APDA) welcomed the state government’s decision to give priority to health sector and for ensuring the welfare of the department by taking corrective measures.

APDA claimed that Health Parliamentary Secretary Nido Povitra while responding a memorandum submitted by it, had informed APDA representative regarding the decision of the government to appoint DMOs and DDHS through DPC as per the existing APHS Cadre Rule and the Department has been directed to take up the matter accordingly.

APDA also appealed to the Parliamentary Secretary (Health) to make DMO/DDHS post as promotional post and to release ‘Extra-Ordinary Gazette’ notification endorsing this matter.

 

LOU demands action against offenders

ITANAGAR, Apr 21: Land Owners Union (LOU) - LSHEP lodged an FIR against those, who have allegedly led a mob to indulge in extensive damage to private properties, including personal vehicles and vehicles owned by JAPL, while they were returning from Jeying after the postponment of public hearing for 2700 MW Lower Siang Hydel project.

The miscreants, who reached Jeying camp in separate vehicles on the night of April 16 allegedly, threatened the officials and public of dire consequences if they conduct the public hearing, the release alleged.

They also burned down two buildings of JAPL near Bodak and reportedly robbed all the explosive items of the company, the release said adding that  at least 10 vehicles were totally damaged and many injured during the incident.

Meanwhile, LOU demanded the authority to book the offenders under National Security Act (NSA) for indulging in “anti-national activities and damaging public and private properties in the name of protest against dam”.

 

PAC sub-committee

ITANAGAR, Apr 21:  Public Accounts Committee Chairman has constituted a sub-committee to examine the augmentation of water supply and sanitation at Seppa townsihp, East Kameng district. The committee members are MLAs Tapuk Taku, Kumsi Sidisow and Bamang Felix.

 

Protest deferred

ITANAGAR, Apr 21: The Federation of All India Petroleum Traders (FAIPT), has deferred the proposed protest bandh on 23rd April following assurance by the Minister in charge Jaipal Reddy on matters relating to its demands. Capital Complex Petroleum Depots Association (CCPDA) also deferred the protest bandh of all petrol pumps in the Capital Complex till further notice.

State General Hospital gets dedicated ophthalmology ward and OT

ITANAGAR, Apr 21: Arunachal State hospital Naharlagun, has now got a dedicated ward and operation theatre for the ophthalmology (eye) department.

Parliamentary Secretary for Health and Family Welfare and Food and Civil Supplies Nido Pavitra inaugurated the ward and the OT at a glittering function held here today.

Addressing the function, Parliamentary Secretary stressed on the importance of the ophthalmology department and expressed the hope that newly dedicated ward would give service for the needy people.

Dwelling on the cataract and other eyes related diseases, Pavitra disclosed that there are 190 million visually impaired people across the world with half of them living in India.

He also revealed that effort is on from government to bring improvement in health sector.

Director Health Service Dr. K Nishing emphasized on the perfection of eye surgeons.  He said that days are not too far when eye surgeries will be done by machines instead of doctors doing it manually.

Chief Medical Superintendent Dr. Moji Jini opined that dedicated OT and ward would enable the ophthalmologists to carry out their job in a better way. Saying that ophthalmology department is one constantly changing department in terms of technologies, he suggested that the department to constantly update themselves on new technologies to give effective results.

Later, Dr Jini submitted a five points representations to parliamentary secretary for early readdress, that include reposition of land allotted to Health Department at Paching Colony Naharlagun, a new building for a radiotherapy for cancer treatment, construction of concrete boundary wall around the hospital and multi storied building for medical staffs and construction of nursing training centre.

He also sought the government attention towards the North East Homeopathic Medical College saying that parents of students wrote a letter to the health department asking the government to take it over.

Dr R. Doye informed that there during 2011-12, there were 8832 OPD cases while 238 patients required indoor care. 362 major surgeries were carried out.

He further disclosed that so far 25 people have pledged to their donate eyes.

 

 

Cloudburst causes havoc at Dirang

DIRANG, Apr 21: A massive cloudburst struck Dirang and destroyed large-scale properties including dwelling houses, agricultural and horticultural lands.

The nature’s fury is reported to have destroyed atleast 10 dwelling houses and many agricultural and horticultural lands amounting to crores of rupees.

“The mishap occurred yesterday at around 3 pm and hard-hit Jyotinagar and Kalachakra areas in particular. Heavy rainfall coupled with hell-stone was responsible for causing large-scale destruction to properties and landholdings of the local people”, informed senior public leader Sange Tsering, who is also the elder brother of local legislator. Tsering also mobilized efforts in providing succor to affected victims by providing medicines, blankets and other essential commodities as interim relief.

The idyllic town which is situated 40 kms away from Bomdila, the headquarters of West Kameng District, Dirang is in-famed for similar mishaps that struck the sleepy town and caused large-scale destruction to properties and agony to local people in 2005, 2007 and 2009. ‘Perhaps ecological imbalance due to rapid declining forest coverage on account of jhum cultivation and global warming could be some of the factors responsible for the frequent mishaps’, said the affected victims.

 

 

Court says no to payment of compensation, affected families call for intervention

ITANAGAR, Apr 21: The Itanagar Bench of Guwahati High court has passed an interim order for immediate stopping of payments of compensation amounts to affected villagers by the Trans-Arunachal Highway Project at Dirang circle after affected citizens went to the court stating that there were anomalies in disbursement of payments and improper valuation of the properties. The Court ruled no disbursement of the compensation amount shall be made either the Deputy Commissioner, Bomdila, or by the Additional Deputy Commissioner, Dirang.

While giving a four week’s notice period, the court stated that ‘this Court is of the view that the grievances of the writ petitioners should have been looked into by the Deputy Commissioner, Bomdila, at the first instance, instead of passing the buck to the Additional Deputy Commissioner, Dirang, who happens to be the Chairman of Compensation Board, from whom no proper justification could be forthcoming as he being the Chairman of the Compensation Board in question, would not have passed any orders considering the anomalies that are supposed to have occurred in the whole process.

Sixteen petitioners who have now organized themselves as Trans -Arunachal Highway affected Families Forum of Dirang circle dragged the govt and its functionaries at the district and the Land Management and the BRO to the court after a series of anomalies were detected.

In order to assess the loss and the compensation due, West Kameng District Administration had constituted a Compensation Board under the chairmanship of the Additional Deputy Commissioner, Dirang, with six others as members.

They alleged that the Compensation Board along with few handpicked villagers made surveys but did not visit the properties and horticulture and agriculture of the petitioners and without obtaining their consent on the valuation of properties, prepared assessment reports and submitted it to the Border Roads Organization of the affected families.

Details of the compensations were sought through an application under the Right to Information Act where the petitioners realized the gross irregularities in assessing the value.

They allege that they were denied the actual value of their properties through fraud, deceit and corrupt practices by the Compensation Board.

According to documents, two different valuation reports for same properties were prepared, one showing lesser value and while the other showed much higher value according to the political affiliation of the people who were set to lose their land.  In some cases, OBT building has been valued more than the SPT and semi RCC. In another cases, barren land and barley crop field was assessed as horticulture land having “imaginary apple garden”.

The petitioners had earlier  submitted a memorandum on 2.4.2012 to Deputy Commissioner, West Kameng and the Chief Secretary seeking re-survey and to nullify the valuation reports prepared by the Compensation Board.

They petitioners alleged that paying no heed to the complaints and representations of the villagers, the district authorities initiated the process of disbursing the compensation amount to the hand-picked beneficiaries whose properties have been overvalued in the assessment reports.

The affected families appealed to the state government to immediately look into the matter so that there is no gross mismanagement. They have also sought setting up of a Board of Inquiry to enquire into the whole episode and also initiate action against those responsible for irregularities in valuation of compensation amounts. They added that those guilty must be punished.  They further said all the officials of the board including ADC, Dirang be put under suspension.

 

 

AAPSU slams CM statement, demands full time HM

ITANAGAR, Apr 21: All Arunachal Pradesh Students’ Union (AAPSU) has strongly condemned the press statement by the Chief Minister Nabam Tuki  against the press fraternity of the state in the backdrop of vandalism at Arunchal Times office couple of days back.

The union termed his statement “unprecedented and regretful” coming from the Chief Minister.

It is unbecoming of a State Chief Minister and below his stature to encourage violence by suggesting that the employees of The Arunachal Times should have caught hold of at least one of the hoodlums who attacked the office of the daily. The students said that when it was fully acknowledged by everyone that the attack was preplanned, the statement was uncalled for.

The Union further said that the Chief Minister and his cronies who are at the helm of affairs cannot run away from the stark reality that the law & order problem has taken a nose dive under the present congress regime.

“It is the duty of the government to come up with ‘out of the box’ ideas to contain the deteriorating law & order problem instead of indirectly coercing the press fraternity to fall in line. The development will sure have a dampening effect on the morale of various journalists working in the state”, the statement further said.

The Chief Minister should know by virtue of holding his post the people of state has high expectation from him and in the process praises and brick bats will come; moreover it is only through their sheer hard work & determination, the fourth estate in the state under trying circumstances is percolating the news to grass roots thus playing a helping hand in the nation building.

The union demanded Chief Minister to relieve himself from the home portfolio and appoint a full time minister to over look the department.

It further called upon the parliamentary secretary home Gadam Ete to put in his papers if he cannot shoulder his share of responsibility.

ITANAGAR, Apr 21: “Educated Arunachalees can do a lot for improving reading habits in villages. Lets start collecting story books lying unused with our neighbours and friends,” said Dr (Mrs.) Adisi Kri, radio-oncologist, State Hospital, Naharlagun as she inaugurated the Hutung Library at Yatong, a remote village beyond Hayuliang, in the presence of a large gathering.

“The Pangung Welfare Society (PAWSO), and its dedicated members, deserve hearty congratulations for launching this youth library, as a part of their bold efforts to promote and empower education among the rural people of Anjaw,” she said while recalling her years of struggle during her early schooling days at Yatong and Hayuliang, then a secondary school. She also lauded the Lohit Youth Library Movement for its spirited efforts to spread the joy of reading among rural govt. school students.

Welcoming the reader-activists from APNE Library, Wakro and Bamboosa Library, Tezu for coming all the way to introduce reading promotion activities at Yatong, Ankhyangso Kri, Gen Secretary, PAWSO said that the people of Yatong and nearby areas are eagerly looking forward to Hutung Library, the latest addition to Lohit Youth Library Network, bringing in a revival in the educational and reading environment of their children.

Explaining the commitment of PAWSO for introducing innovative programmes for the welfare of the rural people of Yatong and nearby areas, Desamso Kri, President PAWSO expressed happiness that the educated members of Yatong society, like Dr (Mrs) Kri,  are trying to set a model for the whole state by contributing their time resources and energy for their less-privileged people back home.

Expressing his great joy in bringing the benefits of the youth library movement to Yatong, Sokhep Kri, Chief Editor, PAWSO and also Itanagar Convener of the Lohit Youth Library Movement, said it was a historic moment for the people of Yatong and reminded the villagers and the youth to make the best of the library. He also thanked AWIC, New Delhi, Vivekananda Trust (Mysore) and the many patrons who have been contributing to strengthen the youth library movement in the region.

Referring to the Philadelphia Public Library which began with Benjamin Franklin and four friends pooling their small personal book-collections, the Coordinator, VT-AWIC Youth Library Network hoped that Hutung Library will be a torch-bearer in the entire state. Presenting Hutung Library a biography of George Washington Carver, a great agricultural scientist, who overcame the severest challenges when the black were slaves deprived of education in USA, he said Carver’s life shall always be a model for Arunachali youths.

The audience applauded spiritedly as the guests Dr. Kalita, Medical Officer, Yatong, and Bapenlu Kri, UPO Anjaw declared their contributions to the Hutung Library, in response to the Chief Guest’s appeal for voluntary support.  

The main highlights of the function was a series of skits and poetry recitations by the Lohit Youth Library reader-activists, led by Odilu Pul, which kept the audience applauding.

Later they conducted a brief workshop of training in recitation and story telling for the local children. In appreciation of their contribution to the Hutung Library, the reader-activists received the DDSE Anjaw’s cash awards, presented on his behalf by the President PAWSO.

The tiny tots of Taim Kri Memorial School Yatong, a PAWSO initiative, topped the event with their delightful songs and dances, regaling the large audience gathered for the meeting, in spite of pouring rains and a chilly weather.

 

 

Encroachment in community burial ground irks residents

PASIGHAT, Apr 21: The residents of JN College campus, GTC colony, Tebo village, Raneghat and adjoining areas here have expressed deep concern over illegal and forceful encroachment of the Community Burial Ground (Golung) near GTC colony.

Alleging construction of a ‘Kuccha’ house within the encroached land by the encroachers, the local people have lodged a written complaint with the East Siang Deputy Commissioner on April 3 and demanded immediate recovery of the encroached land and eviction of the illegal constructions. It also demanded the authority to bring the encroachers to book and punish as per law.

The burial ground or the Golung falls within government notified land and the locals have earmarked it for performing last rites of the dead.

The place located at right bank of Sibo Korong (River) has been used by the local villagers irrespective of religion, cast and creed, since 1950.

The locals have alleged that on the night of February 20 last the some unscrupulous people destroyed the bamboo fencing around the burial ground by bulldozing the cemeteries. They also dug out remains of many burried people from the ground thus hurting and undermining the sentiments of the local people.

Sources from the district administration informed that it has dealt with the case and conducted hearing on April 19 last. Sources said that the disputed portion falls under government notified land and the encroachers could not produce any documentary evidence in support of their claim.

“The administration had issued notice to the encroachers under section- 4 of Arunachal Pradesh Public Premises (Eviction of unauthorized occupants) Act, 2003. Eviction order has been issued to make the area free from encroachment as the encroachers failed to produce any land document in support of their claim”, said Additional Deputy Commissioner of Pasighat, who has been entrusted to deal with the case.

Demolition order may be issued by the authority if the alleged encroachers fail to obey the eviction order within the scheduled period of 15 days, said the source.

 

 

Firaal- a global publication released

ITANAGAR, Apr 21: “Firaal” -- a bilingual socio-cultural-literary magazine of a facebook group, namely, Bishnupriya Manipuri Discussion Forum (BMDF) entered Arunachal with a message of love, peace and integrity.

What is more amazing is the fact that the idea of such a global publication was conceived by a social networking group over internet in an attempt to reinvigorate the intrinsic human values, particularly among the youth.  Here, Firaal stands for peace and valor that represents the inner characteristics of the people of the Bishnupriya Manipuri (BM) society.

Releasing the 1st edition of the Magazine at a simple but impressive function held here today, senior citizen of the community, Haridas Sinha was all praises for the facebook group for their noble venture. It would indeed help the new generation to introspect and give a new direction to the society while maintaining social values including culture and tradition, he said.

In his address, Aken Sinha said that parents have to perform a greater role in moulding the character of the children.

The members present in the function also appreciated two young ladies of Arunachal, namely, Ruma Nguri and Kobyum Zirdo, who got in touch through social networking site facebook and carried out a cleanliness drive with the help of NGOs at Naharlagun on April 7.

Among others, Dr Bikramjit Sinha, Ranjit Sinha and Sudhir Sinha also spoke on the occasion.  The Magazine had already been released at Guwahati and Silchar in Assam.

 

 

PPWC ultimatum over power problem

PASIGHAT, Apr 21: Angry at the authority’s failure to improve the erratic and unscheduled power cut in Pasighat Township despite repeated pleas, the aggrieved consumers gave authority 15 days to improve the power scenario failing which they threatened to launch rigorous agitation against the power department.

The frustrated consumers, including the members of Pasighat Public Welfare Committee (PPWC), while submitting a reminder to the secretary of power department and the Chief Secretary, demanded to take immediate step to solve the power crisis within this month.

The PPWC in its meeting held on April 15 at Pasighat unanimously had resolved to serve an ultimatum to the authority if the power scenario is not improved. The meeting further resolved to demand the authority to upgrade the 2 MW Rina Mini Hydel Station besides developing a new hydel station at Sirpo Korong near Rengging village to meet the present power crisis.

They also demanded immediate restoration of all units of Yembung mini/micro hydel projects, up-gradation of present hydro power subdivision to a division and early completion of 132 KV HT line, the construction works of which was started four years back.

PPWC had earlier moved the parliamentary secretary, Hydropower Development (HD) Gojen Gadi and department’s top officials at Itanagar last year solve the chronic power problem. But the authority has miserably failed to redress the people’s grievances despite their assurance.

 

 

Mental development prerequisite for other development: Ete

AALO, Apr 21: Our society cannot thrive and prosper unless we are mentally developed for a congenial society to reap the fruits of development, said Gadam Ete, Parliamentary Secretary Home, Geology and Mining while attending the Felicitation Function organized for Joke Angu on his induction to IAS at Angu village yesterday.

The disruptive forces  taking law and order in their own hand as means of protest and show their pent up anger do not augur well for the prospect of the state. The trans-Arunachal highway and hydro power projects are being carried out in different parts of the state, he said and appealed everyone to let it go smoothly by sorting out their grievances with the Govt. agencies. He said that the induction of Joke Angu should come as eye opener for the younger generation to emulate his feat.

He also disclosed amid applause that irrigation, road connectivity and bridge over the river near the school have already been sanctioned.

WRD Chief Engineer, Er. Likar Angu said that Angu Govt. Middle School has the distinction of producing many a luminaries of the village and the felicitation function has been organized at the school so that the succeeding generation continues to draw inspiration.

Joke Angu, Director Rural Development, who has recently been inducted to IAS urged the student community to strive hard for academic excellence as they have better facility to do better these days.

Moge Doji also spoke and presented his meaningful and melodious number.

West Siang Deputy Commissioner Amjad Tak, HODs, representatives from Itanagar, Basar, Pusi Bango clans witnessed the function.
